Decoding Rajasthan’s Chiranjeevi Scheme: A Key to Healthcare Access

Though there have been a lot of advancements in the field of healthcare, the cost of obtaining it in India is pricey. Whether it is drugs, surgeries or other medical procedures, they run into a couple of thousands or lakhs. While a by-pass surgery comes with an average of Rs 2 lakh, a chemotherapy session costs around Rs 75,000.

 

An article published by ‘The Diplomat’ stated that more than 70 percent of the total healthcare expenses was being paid by patients out of their own pockets in the country. And, this was found to be the highest in the world.

 

Hence, in order to ensure a secure future and not worry about medical bills, it is crucial to sign up for an insurance policy. In the interest of this, the Ashok Gehlot led Rajasthan government launched the Mukhya Mantri Chiranjeevi Swasthya Bima Yojana (MMCSBY), shortly known as Chiranjeevi health insurance scheme.

The benefits under the initiative which includes cashless medical insurance of upto Rs 4.5 lakh for severe diseases and Rs 50,000 for casual ailments, was made to roll out from May 1.

The registration window for the scheme was extended from April 30 to May 31, 2021 owing to the state-imposed lockdown. An estimated six lakh families have already signed up between April 1 and May 3.

Who is eligible?

All families under BPL, NFSA and SECC categories are eligible to register for the scheme. Individuals covered as part of the Ayushman Bharat Mahatma Gandhi Rajasthan Swasthya Bima Yojana including contractual workers, small and marginal farmers can also benefit from it. This translates to about 1.10 crore families which accounts  for two-third of the state’s population.

 

Even the ones who are not included in the above groups, can claim benefits from the scheme by paying 50 percent of the premium, which can come upto Rs 850 every year.

What is covered under the scheme?

The Chiranjeevi Yojana provides cashless treatment in hospitals for everyone. The scheme covers a whopping 1576 medical tests and a few other diseases. In addition to this, all the medical expenses 15 days after discharge is taken care of.

The scheme covers several major illnesses, hemodialysis as well as COVID-19. All the beneficiaries under the scheme will be eligible for cashless hospitalisation in 1,092 government and 336 private hospitals across the state.

How can one register?

A person can get registered through https://health.rajasthan.gov.in/mmcsby or e-Mitra and also from the camps which will be organised by the state government. Some of the documents required during the course of this is an Aadhar and Jan Aadhar card.

Where does Rajasthan stand?

In December 2015, the Rajasthan government launched Bhamashah Swasthaya Bima Yojana (BSBY), a cashless insurance scheme specifically for patients who require hospitalisation (inpatient department) covered under the NFSA and RSBY. The objective behind it was to take healthcare to the last-mile and enable access to every strata of the society.

Recently, the state Government decided to implement Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) in integration with BSBY which has helped around 97 lakh families as of 2019.

With the introduction of the Chiranjeevi scheme, public healthcare in the state is expected to progress and flourish further.
