Rajasthan Polls: Independents Shine, CPI Leads in Engagement

As Rajasthan approaches its single-phase election on November 25, the state is filled with excitement. The electoral landscape is a battleground with many political parties competing. Dominating the conversation, the Congress and BJP are the main focus, with many expecting one of them to win and form the next government. However, there's an interesting twist. Despite the numerical dominance of Congress and BJP candidates, they lag behind smaller parties and independents in legislative engagement. Smaller parties and independent candidates are more active in the legislative process.
A report by the Association for Democratic Reforms (ADR) reveals a comprehensive analysis of all eight sessions of the last Assembly. Out of the 42454 questions posed by 176 MLAs, the Communist Party of India (CPI) leads with the highest party-wise average of 397 questions. In contrast, the Rashtriya Lok Dal (RLD) has a zero count. The BJP, with an average of 355 questions, holds the second spot, while Congress trails at the sixth position with an average of 102. This places other smaller parties and independents ahead of Congress in terms of average questions asked. The Bharatiya Tribal Party (BTP) ranks third, followed by the Rashtriya Loktantrik Party (RLP) and an independent candidate in fourth and fifth positions, respectively.

In the total tally of questions asked, the BJP leads with 25915 queries. Anupgarh MLA Santosh Bawri from BJP tops the list with 550 questions. Interestingly, RLD’s sole candidate Subhash Garg did not pose a single question. The BJP also dominates the top five seats in this aspect.
Sector-wise, health emerged as the most queried field with 5237 questions, while rural development saw the least at 1187 questions, highlighting the varying focus areas of the MLAs in the Assembly. This data paints a detailed picture of party and individual performances in the Assembly, adding a layer of complexity to the upcoming electoral battle in Rajasthan.
In a surprising twist in the legislative dynamics of Rajasthan, independent candidates have emerged as the most regular attendees in the Assembly. With an average attendance of 131 days, the 14 independent MLAs have outperformed their party-affiliated counterparts. This finding contrasts sharply with the question-asking trend, where the Communist Party of India (CPI), despite being the most proactive in querying, finds itself at the bottom in attendance, with an average of just 93 days.

The Bharatiya Janata Party (BJP) stands at a respectable third place with an average attendance of 118 days, while the Congress, often at the forefront of the electoral battle, is only fifth with an average of 93 days. The Bharatiya Tribal Party (BTP) and the Rashtriya Loktantrik Party (RLP) occupy the second and fourth spots, with averages of 128 and 94 days, respectively.
Highlighting individual performances, Congress MLA from Nadbai, Joginder Singh Awana, leads with an impressive 99% attendance in the total 147 meetings held. This places him at the pinnacle of commitment among his legislative peers. Following him closely is Manjit Dhrampal Chaudhary, the BJP MLA from Mundwar, who marked an attendance of 144 out of 147 days, which translates to an average of 98%.
These attendance figures offer a revealing insight into the dedication of Rajasthan's MLAs, showcasing a different side of political engagement beyond the usual rhetoric and electoral promises. As the state prepares for its upcoming polls, these statistics serve as a reminder of the varied aspects of legislative responsibility and commitment.
